Can I File a Claim With the At-Fault Driver’s Insurance if I Don't Have Insurance?

I’m in a bit of a tricky situation and could use some advice. I’ve never had to file an insurance claim before, but today I found a note on my car from my neighbor. She accidentally “overshot” her parking space and left noticeable scratch marks and some other superficial damage near the headlight on my car. She was very responsible and left her insurance info and contact information.

Here’s the catch: I currently do not have insurance on my vehicle. I know this is not ideal, but I’m wondering if I can still file a claim with her insurance company (Geico) for the damage to my car. If so, what would the process look like for me? :wink:
