Geico is refusing to cover the full cost of windshield repair. What should I do?

I own a Tesla Model Y and recently got a 2-inch crack in my windshield from a small rock. I have full glass coverage with Geico in New York, with no deductible.

Tesla quoted $1,680 for windshield replacement, as the crack is larger than 1 inch. However, Geico said they would only cover up to $60 for windshield replacement and would cover a glass repair at Safelite with no out-of-pocket costs.

Given that my car is only 4 months old, I prefer Tesla to replace the windshield rather than risk a subpar repair from Safelite. Can Geico refuse to cover the amount quoted by Tesla? A $60 limit seems unreasonable.
